EYE ON JEFFERSON: County to consider Conservation Futures

The three Jefferson County commissioners will consider beginning the 2018 Conservation Futures funding cycle when they meet Monday.

The meeting will begin at 9 a.m. in commissioners’ chambers at the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend.

Potential action on the Conservation Futures funding cycle would be at the 1:30 p.m. county administrator briefing session.

At that session, commissioners also will discuss the critical areas ordinance and agriculture and 2018 board assignments.

At 10 p.m., commissioners will conduct a hearing on fourth quarter budget appropriations and extensions.

At 10:30 a.m., they will recess into executive session to discuss potential litigation.

Items on the consent agenda include:

• Amending paid sick leave policy in accordance with Initiative 1433.

• Consider approving a contact with Washington Technology Solutions for National Agriculture Imagery Program (NAIP) flight imagery for $6,000 per year for three years.

• Considering space at Memorial Field for a staging area for City of Port Townsend work on Water Street. The fee for the temporary easement would be $1,000 per month for six months.

• Considering a three-year contract with Summit for food services in the Jefferson County jail. The county budget for jail food services in 2018 is $165,881.

• Consider expanding a professional services agreement with Pro-West & Associates for GIS applications. Contract would increase from $75,960 to $155,960.

• Consider an agreement with Electrocom for the purchase and installation of a video streaming and archiving system. The low bid was $23,370; the budget is $35,000.

• Consider contract for Kelli Parcher as Proctor House coordinator for 2018.

Board of Health

The Jefferson County Board of Health will hear Dr. Tom Locke urge that the agency adopt a secure medicine return program when it meets at 2:30 p.m. Thursday.

The board will meet at the Pacific Conference room at Jefferson County Public Health, 615 Sheridan St., Port Townsend.

Locke has said he will present information on secure medicine return at the meeting and recommend that the county move forward on a program similar to the one adopted in Clallam County.

Port Townsend City Council

The Port Townsend City Council meeting scheduled for Monday has been canceled.

No city committee meetings are planned this week.

Jefferson Transit

Jefferson Transit Authority board members will consider adopting a 2018 budget when they meet at 1:30 p.m. Tuesday.

The board will meet in the Jefferson Transit board room at 63 Four Corners Road in Port Townsend.

They also will consider a grant agreement, salary matrix, a service change and will honor Catharine Robinson for her years of service.

Jefferson Healthcare

Jefferson Healthcare commissioners will consider CEO compensation in an executive session when they meet at 3:30 p.m. Wednesday.

Commissioners will meet in the Victor J. Dirksen Conference Room at 834 Sheridan St.

Action on CEO compensation is expected after the executive session. Commissioners also will discuss potential litigation in executive session.

In open session they will consider a meeting change resolution and hear reports on financials and from the CEO and chief medical officer.

East Jefferson Fire-Rescue

East Jefferson Fire-Rescue commissioners meet the third Wednesday of each month at 7 p.m.

No agenda was available as of Saturday for this Wednesday’s meeting at Station 1-5, 35 Critter Lane, Port Townsend.

Fire District No. 3

Clallam County Fire District 3 commissioners will hear a report on risk reduction when they meet at 1 p.m. Tuesday.

Commissioners will meet at 323 N. Fifth Ave., Sequim.

Commissioners will consider a service delivery study and standard operating procedure for public records requests, health and safety program administration, and the safety committee.

The district covers the east side of Clallam County with a small portion in Jefferson County.

Fort Worden PDA

The Fort Worden Public Development Authority board will consider approval of the 2018 general operating budget when it meets from 9 a.m. to noon Wednesday.

The board will meet at Fort Worden Commons Building 210, Room B.

Board members also will consider authorizing the executive director to enter into leases to carry out the redevelopment of Makers Square to qualify for historic tax credits.

At 2 p.m. Monday, the PDA and Washington State Parks will conduct a Fort Worden coordinating committee meeting in the Seminar Building at Fort Worden.

The group will review compliance with master lease, the 2017 maintenance report and the 2018 maintenance plan, as well as a unified capital plan update.

At 4 p.m. Monday, the PDA will host a plaque dedication in honor of Nora Porter at the Commons Building.

Porter, a civic activist and community volunteer, died at the age of 74 of lung cancer in October 2011.

The state Parks and Recreation Commission renamed Building 210 the Nora Porter Commons in 2015 in recognition of her contributions.

Former State Rep. Lynn Kessler, a friend and colleague of Porter’s, will be at Monday’s ceremony.
