EYE ON CLALLAM: County to consider Charter Review panel advice

Clallam County commissioners will discuss a formal response to Charter Review Commission recommendations at 9 a.m. Monday.

The work session will be in the commissioners’ board room (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles. It can be viewed at www. clallam.net/features/ meetings.html.

The 2020 Charter Review Commission recommended that the county board regulate the 5G industry, advocate for ranked-choice voting, hire a forester, do more to address the housing crisis and commission a third-party review of the Department of Community Development.

Board Chairman Mark Ozias drafted a response to each recommendation and will seek input from his fellow commissioners Monday, according to an executive summary.

The three commissions may adopt final conclusions and responses Aug. 17, the summary said.

Other discussion items for the Monday work session include:

• An agreement with Clallam County Economic Development Council for American Rescue Plan Act funds.

• A resolution closing the Treasurer’s Office petty cash fund.

• An agreement with the state Department of Commerce for a victim witness assistance grant program.

• A call for bids for Superior Court carpet replacement project.

• An amended agreement with the state Department of Health for a shellfish program, Group A water system testing and mosquito trapping testing.

• A request for 2022 behavioral health proposals.

• A land purchase agreement with Washington Farmland Trust for right-of-way for the Towne Road dike relocation project.

• Notice that the preliminary 2022 Clallam County budget will be available Sept. 7.

Commissioners will conduct their regular business meeting at 10 a.m. Tuesday.

Action items include:

• An agreement with Clallam County Economic Development Council for American Rescue Plan Act funds.

• An agreement with the state Department of Social and Health Services for adult developmental disability services.

• An agreement with Justice Systems Corporation for the Clallam County Courthouse jail control room upgrade and improvement project.

• A resolution appointing Paul Cunningham to the Peninsula Housing Authority Board of Commissioners.

Association of counties

The Washington State Association of Counties will hear a weekly update on COVID-19 when they meet at noon Monday.

Both Clallam and Jefferson counties will participate.

Public Utility District

Clallam County Public Utility District commissioners will consider establishing electric rates for 2022 and 2023 after hearing a presentation on the district’s cost of service in a virtual meeting at 1:30 p.m. Monday.

Other agenda items include acceptance of a completed contract for the $3.8 million Forks Operations Building and a $141,601 contract for utility pole inspection, treating and reporting.

Port of Port Angeles

Port of Port Angeles commissioners will consider 2022 capital budget development when they meet at 9 a.m. Tuesday.

Sequim city

The Sequim City Council will consider the process of establishing a social services navigator per its agreement with the Jamestown S’Klallam Tribe over the medication assisted treatment center when it meets at 6 p.m. Monday.

The city council also will consider a community advisory committee for the MAT, as well as a parks master plan update and revisions to laws concerning determination of completeness and adopting bonds for land use.

Forks city

The Forks City Council will conduct a public hearing to obtain input on a proposed six-year Transportation Improvement Plan on Monday.

The meeting will begin at 7:30 p.m. in the City Council chambers at Forks City Hall, 500 E. Division St.

The transportation plan covering 2022 though 2027 is used by local, state and federal governments to prioritize and fund transportation projects.

Written comments will be accepted until 5 p.m. Monday.

Other agenda items for the council meeting include a public hearing on a request to vacate easement at 1770 S. Forks Ave. and a Keefe Commissary Network agreement.

Conservation District

The Clallam Conservation District board will hear an overview of 2021 district activities in a hybrid meeting Tuesday.

The meeting will begin at 3 p.m. in Suite G, the Olympic Peninsula Community Action Programs (OlyCAP) conference room, near the Clallam Conservation District office in Armory Square, 228 W. First St., Port Angeles.

• District reports and staff updates.

• An updated supervisor complaint policy.

• A volunteer program update.

• Cooperator agreements.

Peninsula College

Peninsula College Board of Trustees will meet at 2 p.m. Tuesday.

The board will meet in the conference room (J-47) of the Pirate Union Building, 1502 E. Lauridsen Blvd.
