Clallam County commissioners will hold a public hearing on proposed changes to the county’s wireless facilities ordinance Tuesday.
The hearing will begin at 10:30 a.m. or shortly thereafter in the commissioners’ board room (160) at the Clallam County Courthouse, 223 E. Fourth St., Port Angeles.
The Clallam County Planning Commission recommended an amendment to the county’s wireless communications facilities ordinance in April.
During public meetings, community members have called on county officials to defy federal law by prohibiting the deployment of 5G technology in Clallam County.
The current ordinance allows 5G technology, and what is being proposed would add more regulations for the technology.
A public hearing on a mid-year budget review is scheduled to precede the hearing on wireless facilities.
Commissioners will conduct their regular business meeting at 10 a.m. Tuesday.
Scheduled action items include:
• Several agreements with the American Federation of State, County and Municipal Employees 1619 to address outdated language.
• A contract with the state Recreation and Conservation Office for funding the final phase of the Spruce Railroad Trail at Lake Crescent.
• A bid award to Bruch and Bruch Construction Inc. for the Waterline Road to Gossett Road section of the Olympic Discovery Trail.
• Notice of a July 30 public hearing for proposed amendments to the consolidated fee schedule.
• A resolution closing the Washington State University Clallam County Extension Office petty cash fund.
• Approval of a budget request to recruit and train new Court Appointed Special Advocate (CASA) volunteers for three months.
• A resolution reappointing Fred Grant and Bruce Paul to the Noxious Weed Control Board.
• A resolution appointing Arleen Jenson and Christy Cox to the Solid Waste Advisory Committee.
• Notice that the supplemental appropriations will be adopted by resolution July 30.
• A call for July 30 hearing for consideration of debatable budget emergencies.
Commissioners will discuss items set for action in future meetings in their weekly work session at 9 a.m. Monday.
Discussion items include:
• A Clallam County Economic Development Corp. contract for 2019.
• Olympic Peninsula Visitors Bureau tourism activities.
• A resolution establishing an ad hoc committee regarding a Clallam County strategic tourism plan.
• Next steps on needs and opportunities on ensuring stable solid waste management funding for county programs.
• A grant application to the state Office for Victims of Crime for enhancing community responses to the opioid crisis.
• A call for hearing on the proposed vacation of portions of Zaccardo Road and Chicken Coop Road.
• A resolution reappointing Peter Craig to the Park and Recreation Advisory Board.
• A resolution reappointing Eric Adolphsen to the Noxious Weed Control Board.
• A resolution reappointing Patti Adler to the Clallam Bay/Sekiu Sewer Advisory Committee.
• A resolution dissolving the Animal Issues Advisory Committee.
At 2 p.m. Monday, commissioners will hold a public meeting on forests and climate change.
University of Washington Professor Bernard Bormann, director of the Olympic Natural Resource Center in Forks, will discuss the impacts and opportunities of climate change on forestry.
Dr. Allison Unthank, Clallam County health officer, will discuss the public health impacts of wildfire smoke.
PA City Council
The Port Angeles City Council will discuss options for a joint Peninsula Communications/Emergency Operations Center on Tuesday.
The meeting will begin at 6 p.m. in the City Council chambers at City Hall, 321 E. Fifth. St.
Other agenda items include:
• A resolution for hearing examiner rules and procedures.
• Deadlines for enacting local qualifying taxes to take advantage of House Bill 1406.
• An Entrepreneur Onramp Program presentation.
• A union contract with International Association of Firefighters (IAFF) Local 656.
• Rural development initiatives.
• A city manager evaluation form.
A closed executive session will be held at 5:30 p.m. for the council to consider the minimum price at which real estate will be offered.
Final action of selling public property will be taken in a meeting open to the public.
Board of Health
The Clallam County Board of Health will conduct a public hearing on proposed code amendments for on-site septic system fees Tuesday.
The meeting will begin at 1:30 p.m. in Room 160 at the Clallam County Courthouse.
Other agenda items include an update on a secure medicine return program, a review of a community health improvement plan and a discussion on the county Health and Human Services Department’s budget process.
Marine Resources
The Clallam County Marine Resources Committee will hear a presentation from the state Department of Fish and Wildlife on a forage fish program that the MRC has participated in for the last three years Monday.
The meeting will begin at 5:30 p.m. in Room 160 at the Clallam County Courthouse.
Planning commission
The Clallam County Planning Commission will hold a public hearing on a public participation plan and scope of work for mineral resource land designations, policies and regulations Wednesday.
The meeting will begin at 6 p.m. in Room 160 at the Clallam County Courthouse.
Olympic Medical Center
Olympic Medical Center commissioners will hear an update on the Olympic Medical Center Foundation on Wednesday.
The meeting will begin at 6 p.m. in Linkletter Hall in the basement of the Port Angeles hospital, 939 E. Caroline St.
The OMC Foundation is the fundraising arm of the public hospital district.
Other agenda items for the meeting include a medical staff credentials report, a network upgrade and an operations report.
Sequim schools
The Sequim School Board is scheduled to hold a budget workshop Monday.
The meeting will begin at 5 p.m. at the district office board room, 503 N. Sequim Ave.
Crescent school
The Crescent School Board will hear an update on the district’s strategic plan Thursday.
The meeting will begin at 7 p.m. at the Crescent School library, 50350 state Highway 112 in Joyce.
Other agenda items include the elimination of one office position and the hiring of a new teacher for the 2019-2020 school year.
Housing Authority
The Peninsula Housing Authority board will discuss an executive director succession plan at its Wednesday meeting.
The meeting will begin at 1 p.m. in the commissioners meeting room in the basement of the Jefferson County Courthouse, 1820 Jefferson St., Port Townsend.
Peninsula Housing Authority serves Clallam and Jefferson counties.
Clallam Transit
The Clallam Transit board will review information for conducting a general manager’s performance review Wednesday.
The meeting will begin at 10 a.m. at the Clallam Transit System administration building at 830 W. Lauridsen Blvd.
Other agenda items include a presentation on a draft transit development plan and operations and finance reports.
Fire District 3
Clallam County Fire District 3 commissioners will hear a report on risk reduction and planning at 1 p.m. Tuesday at district headquarters, 323 N. Fifth Ave., Sequim.
The board will also consider an ambulance remount authorization, standard operating procedures for air management and purchasing authority, and second quarter financial reports and volunteer reimbursement.
The district covers the east side of Clallam County with a small portion in Jefferson County.
