Clallam hires Laurel Black Design for Phase 2 outreach campaign

PORT ANGELES — Clallam County has awarded a contract for a COVID-19 public outreach campaign.

Commissioners Mark Ozias and Randy Johnson voted Tuesday — with Commissioner Bill Peach excused — to approve a $5,000 personal services agreement with Laurel Black Design to support the county’s Phase 2 business openings.

Clallam County is in the second phase of the state’s four-phase reopening plan for the coronavirus pandemic.

Phase 2 allows many businesses to reopen with physical distancing requirements.

Laurel Black is an award-winning graphic design artist based in Port Angeles.

“Thank you to Laurel for her quick work on this, ” Ozias said in a Tuesday commissioners’ meeting.

“We all should be seeing the fruits of this public messaging campaign over the next couple of weeks.”

Black will work with Clallam County Health Officer Dr. Allison Unthank to produce advertising and informational materials for Phase 2.

“You will see online advertisements and messaging by local media, Peninsula Daily News, Radio Pacific, Sequim Gazette, Forks Forum,” Ozias said.

“We have also worked to produce signage that local businesses can use and post, and there will be a number of other aspects to this public outreach campaign as well.”

In other board action Tuesday, commissioners amended an agreement with Olympic Community Action Programs, or OlyCAP, for the operation of the Clallam County Social Distancing Center.

The facility near William R. Fairchild International Airport houses homeless people who can’t maintain 6-feet of physical distancing and others who are showing symptoms of COVID-19 and do not require hospitalization.

The amendment changes the end date of the contract with OlyCAP, originally set at June 30, to coincide with the lease, which ends on July 31. The amendment reflects a budget change in the total cost from $141,924 to $143,463.

Clallam County is leasing the 25,000-square-foot space in the Port of Port Angeles-owned “1010 Building” at a monthly cost of $16,000.
