Charter Review Commission to consider seven issues

PORT ANGELES — The Clallam County Charter Review Commission has launched a public survey regarding seven issues under consideration.

The online survey can be accessed at www.surveymonkey.com/r/MZSFB38 until May 31.

The survey asks about the following issues:

• County commissioners are currently nominated by district and elected countywide. Should commissioners continue to be elected countywide or by the district they represent?

• Should county commissioners recuse themselves from participating in non-governmental organizations?

• Clallam County has a charter provision that requires the county commissioners to adopt an ethics ordinance, but it does not specify any requirements of the ordinance; should the charter create an ethics board or commission?

• Although there are multiple jurisdictions involved in water management countywide, none is proactively identifying countywide water supply concerns. Should the charter create a water steward position to operate as an independent, non-regulatory, information-gathering, analysis and advisory office?

• Clallam County currently elects three commissioners. Should that number be increased to five?

• The Clallam County Charter Review Commission meets every five years. The other six Washington charter counties conduct a review every 10 years. Should the charter review commission meet every three years, five years or 10 years?

• Should the charter consider the adoption of ranked choice voting options for county elections?

Any charter amendments agreed upon by the commission will be placed on the ballot for voters’ consideration in November’s general election.
