Port Angeles man to be arraigned on child sex charges

PORT ANGELES — A Port Angeles man will be arraigned Feb. 2 in Clallam County Superior Court on two counts of first-degree child rape and two counts of first-degree incest.

Donald P. McKenna, 37, was arrested Monday afternoon on a warrant issued Dec. 18. He was released without bail until his next court date.

First-degree child rape is a Class A felony, punishable by up to life imprisonment and/or a $50,000 fine, plus restitution and assessments.

It also is a “three strikes, you’re out” offense.

First-degree incest is a Class B felony, punishable by up to 10 years imprisonment and/or a $20,000 fine plus restitution, assessments and court costs.

The incidents are alleged to have occurred between March 14, 1999, and March 14, 2000, when McKenna was 12 and 13, and between July 9, 2000, and July 9, 2001, when McKenna was 14 and 15. The alleged victim was between 5 and 8 years old at the time of the alleged assaults.

The police learned of the incidents following a Child Protective Services referral from the woman’s therapist. Under state law, therapists are one of numerous professions that are subject to mandatory reporting of child abuse or neglect.

When a victim is under the age of 16, there is no statute of limitations for rape in Washington state.
